The core message of the session was that infrastructure and logistics should be viewed not only as enabling systems for real estate and economic growth, but as investment opportunities in their own right when they create capacity, connectivity, and durable value. Emma Brain framed ports, roads, air links, digital networks, and final-mile systems as the “connective tissue” of a modern city, then asked Gregg Welch how Abu Dhabi’s infrastructure planning affects investor confidence. Welch argued that the strongest position is to stay slightly ahead of demand: too much capacity becomes a costly gamble, while falling behind creates congestion, scarcity of throughput, frustration, and a hidden tax on businesses and residents. He linked Abu Dhabi’s approach to its 2040 vision, emphasizing that the strategy is data-based and coordinated across government agencies.

Welch then distinguished between infrastructure that merely creates physical assets and infrastructure that produces economic returns. He said both the asset and the surrounding ecosystem are necessary, using Khalifa Port and the adjacent Khizad Economic Zone as an example of complementary planning. In his view, a linear asset without adjacent land-value creation and economic activity risks becoming isolated and underperforming. The investment opportunity is therefore not only in ports, roads, utilities, or urban developments individually, but in planning them together so they generate growth around one another. For investors, predictability, policy alignment, and visible ecosystem formation make projects more attractive because they show how capacity can translate into long-term demand and returns.

The discussion then moved to technology, AI, and the digital layer. Welch said data is becoming increasingly important at the planning stage and across the movement of goods and people. By marrying physical infrastructure with digital systems, cities can optimize throughput, reduce congestion, automate ports, and automate traffic routing. He described AI’s future application as moving on a “logarithmic curve,” supported by stronger models and computing power. He also stressed resilience in regional logistics routes and infrastructure lines, saying that ensuring assets and transport corridors remain resilient will continue to matter for many years.

In the later part of the discussion, Welch identified last-mile connectivity, PPP structures, concessions, and operations and maintenance as major areas of change. He argued that livability and economic performance both depend on the last mile because it determines whether infrastructure is walkable, accessible, and fully useful. Future concessions and PPP models, he suggested, may increasingly include last-mile performance rather than only asset availability. He also said O&M efficiency needs to be built in from the beginning as assets age. Asked where the greatest untapped value sits, he answered that it lies in integration, especially digital connectivity between assets, because adaptable infrastructure can keep pace with AI-driven changes in how people, goods, and economic activity move.
