Cities, rewired: What governments owe their residents in the age of everything possible

The core message of the provided transcript is that fast-growing cities must renegotiate their social contract with residents around trust, anticipatory services, and measurable well-being—not merely around access, safety, or economic opportunity. The moderator frames the stakes through rapid urbanisation: roughly 2 billion people lived in cities in 1980, while by 2080 the number could reach as many as 9 billion. He identifies three forces reshaping the city-citizen relationship: technology, which expands what cities can promise; climate change, which makes promises harder to keep; and widening inequality, which tests whether those promises apply to everyone. Consent allows cities to act, he argues, but trust is what makes that consent durable. Her Excellency Ruba Yousef Al Hassan answers from Abu Dhabi’s perspective by describing a shift from access to anticipation. In her account, the old question was whether a resident could complete a service and how quickly; the emerging standard is whether government can predict and provide the service before the resident needs to ask. She uses Abu Dhabi’s TAM super app as the central example: a collaboration across government entities and the private sector with more than 1,100 services. Her car registration renewal example shows how residents can opt in, set preferences such as insurance and payment method, and receive a notification before the service is completed automatically. For her, this only works because of trust: she cites reports placing citizen and resident trust in Abu Dhabi government service delivery in the high eighties. Professor Jan-Emmanuel De Neve then grounds the social contract in the measurable aim of human happiness, paraphrasing Thomas Jefferson’s view that the legitimate object of government is care for human life and happiness, now and into the future. Drawing on World Happiness Report methods and Gallup data, he describes self-rated quality of life as a useful KPI for whether the social contract is working. Abu Dhabi, he says, scores relatively high at 6.8 out of 10 in average life satisfaction, slightly above Dubai at 6.65, while leading cities such as Helsinki, Copenhagen, and Zurich score around 7.8. He adds that in high-income countries such as the UAE, the well-being advantage of cities over rural areas has evaporated, meaning cities must offer something more holistic than jobs and growth. Alain de Botton reframes the issue historically and philosophically. He argues that government began primarily as a provider of safety, but the discussion now points toward a more surprising goal: happiness. Referencing Aristotle’s idea of eudaimonia, he says flourishing includes physical, economic, psychological, and spiritual dimensions. He critiques the modern liberal tradition of leaving citizens alone to find happiness, arguing that people are not very good at finding their way unaided. His proposed renewal of the social contract is a broader form of education: not just schooling or university, but a civic commitment to helping people find more reliable routes to happiness. The provided transcript ends as the moderator asks how trust and engagement between citizens and cities can be renewed in practice.
