European Security: Technological Innovation in Warfare

The core message of the provided transcript is that Ukraine’s defense against Russian aggression demonstrates a specific model of wartime technological innovation: rapid adaptation matters, but it only becomes militarily useful when combined with public-private cooperation, battlefield feedback, people who can apply the tools, and industrial capacity to produce at scale. The RAND Europe panel framed the discussion as a bridge between cybersecurity and the wider technological evolution of warfare, using Ukraine as the central case for understanding how cyber defense, uncrewed systems, technology integration, horizon scanning, and defense industrial cooperation can shape European security collaboration. Jacob Parakilas opened by emphasizing how technology was central from the first days of the full-scale invasion. Allied cyber operators helped resist Russian intrusions, while Western corporations and private sector entities helped move Ukrainian IT infrastructure to preserve continuity of services for Ukrainian citizens. He pointed to the IT Army of Ukraine and other private and volunteer actors as evidence that defense now requires the ability to include governmental, nongovernmental, and private sectors. He also situated RAND Europe’s work for Ukraine’s Ministry of Digital Transformation across uncrewed air, maritime, and ground vehicles, technology policy, integration, futures, and defense industrial cooperation. Paul van Hooft argued that the war has been a wake-up call for Western Europe: interstate war has returned as a central security concern, and the battlefield has exposed weaknesses in defense systems built around small numbers of exquisite, capital-intensive platforms. He did not dismiss large systems such as the F-35; instead, he stressed that short innovation cycles and improvisation must be merged with the ability to scale production and retain larger platforms for operations beyond the tactical level. His key warning was that technology alone is insufficient: soldiers, officers, and chains of command must understand how to translate tools into battlefield potential, transmit lessons, and adapt doctrine. Pauline Paillet built on this by describing Ukraine’s distinctive bottom-up entrepreneurship. Military units have been able to work directly with technology developers, creating fast feedback loops and, to some degree, procuring systems independently. She noted a tension between urgent battlefield needs and longer-term investment decisions, including cyber-related technologies, research and development, and horizon scanning. She also highlighted that Ukraine’s adaptation occurs in response to Russia’s own technology developments, creating a feedback loop with the opponent. European support has often focused on producing for Ukraine or with Ukraine, but Ukraine’s own ability to ramp up production quickly offers lessons for partners.
